NUFDI’s Senior Policy Analyst and the lead author of this report, Andrew Ghalili, with the support of the NUFDI team has spent the past several months studying and analyzing the troubling pattern of arbitrary detentions (hostage taking) by the Islamic Republic in Iran. This report is a comprehensive study of the four-decade practice including those most at risk, a history of U.S. responses, and most importantly new, innovative policy recommendations for the U.S. government to combat this practice.
